E-Learning Online Course

The City of Atlanta Ethics Office, pursuant to Mayor Kasim Reed's Administrative Order 2014-01, Section 2-825
of the Code of Ethics, and in partnership with the Department of Atlanta Information Management ("AIM") and
the Department of Watershed Management, has developed an ethics e-learning course for city employees.

The Purpose of the Course is to:

  • Explain key ethics rules to employees;
  • assess their understanding of the rules; and
  • encourage them to engage in ethical conduct

About the Course
Currently, the course contains four modules focused on basic ethical dilemmas affecting a large cross-section
of the city's employee population. Each module contains a video scenario followed by a series of questions for
the employee to answer. Following successful completion of each of the four modules, a certificate of completion
will be issued to the employee.

Course Deployment
The course will roll out to city departments in phases beginning in October 2015 to be determined by the
Ethics Officer and AIM. Each department will receive notice two weeks prior to deployment and city employees
will have at least 90 days from their department's deployment date to complete the course.

Access to the Course
City employees can access the course online using computers connected to the city's network by logging on
to in their web browser or through the City of Atlanta Intranet Portal under "citywide applications."

Conflicts & Prohibited Sources

Appropriate dealings and relationships between officials and employees of the City of Atlanta and city contractors, vendors, customers and other prohibited sources play a key role in building an ethical culture which promotes public trust and protects the integrity of city government.

What do you mean by "Prohibited Sources?"

Prohibited sources fall into several categories. They include a person, business, or entity that is:

  • Seeking official action from the city;
  • Doing or seeking city business;
  • Representing a client doing business, seeking business, or seeking official action from the city;
  • Registered as a lobbyist with the Georgia Government Transparency and Campaign Finance Commission; or
  • Has an interest that could be substantially affected by how an official or employee performing his or her official duties.

What do you mean by a "Conflict of Interest?"

Officials or employees have a conflict of interest when they place their own financial or personal interests over the best interests of the city.


  • The cashier who assists a water customer, who is a prohibited source, with his accounts cannot accept $20 for lunch from the customer in appreciation for the employee's services.

  • A city employee may not send emails or make telephone calls to department contractors and vendors, who are prohibited sources, to raise funds for an employee picnic during National Public Works Week.

  • The city's fire marshal with oversight authority over fire safety inspectors and permits at public venues, such as a nightclub, may not be hired as an in-house fire marshal at one of those venues.

  • An employee in the airport's concessions office cannot develop or approve the specifications for the request for proposal for food and beverage concessions when she is discussing future employment with a concessionaire that plans to submit a bid.

  • A councilmember who is a member of the board of directors of a non-profit organization should not vote on legislation awarding city funds to it.

What is the Integrity Line?
The "Integrity Line" is a telephone hotline to report unethical, fraudulent, or illegal acts by City of Atlanta officials, employees, and contractors. The City has contracted with an independent company, The Network, to operate the call center. When you call the hotline, a trained interviewer will ask questions to obtain facts that will enable the City to thoroughly investigate your complaint.

What number do I call?

Can I remain anonymous?
Yes. You do not have to give your name.

When can I call?
The Integrity Line operates 24 hours a day, 365 days a year.

Are there other ways for me to file an ethics complaint?
Yes. You can file an electronic complaint at by clicking on the "Ethics Complaint" tab located at the upper left corner of the page under the "User Login" section; or you can file a written complaint by downloading the Atlanta Ethics Complaint Form and sending it to the Ethics Office by mail, email, fax, or in person.

What about retaliation?
Under Section 2-823 of the Code of Ethics, "No official or employee shall use or threaten to use any official authority or influence to discourage, restrain, or interfere with any other person for the purpose of preventing such person from acting in good faith to report or otherwise bring to the attention of the Board of Ethics information relating to an ethics violation or investigation." Additionally, "No official or employee shall use or threaten to use any official authority or influence to effect any action as a reprisal against an official or employee who reports, initiates a complaint, or otherwise brings to the attention of the Board of Ethics information relating to a board investigation or an ethics violation."

Outside Employment

The City of Atlanta Ethics Code allows you to work a second job unless your work is adverse to or incompatible with your city job, subject to regulation by your department.
