Ethics complaints may be filed against city officials and employees using the resources below for alleged violations of the City of Atlanta Standards of Conduct ("Code of Ethics") and against prohibited sources for violations of the ban on gratuities. The Code of Ethics is located in sections 2-801 to 2-825 of the City’s Code of Ordinances. View the Code of Ethics
Reporting Potential Violations
To report an ethics violation or file a complaint, you may:

What to Report?
The Ethics Division accepts complaints about the following issues:
- Conflicts of interest
- Inappropriate gifts and gratuities
- Misuse of city property
- Inaccurate financial disclosure statements
- Violations of the one-year cooling-off period
Anonymous Complaints
A complaint may be filed anonymously. It must state acts that constitute a violation of the Code of Ethics and provide sufficient specific facts that the allegations can be investigated. The Ethics Division only investigates complaints over which it has jurisdiction.
Whistle-blower Protection
Officials and employees may not use or threaten to use official authority or influence to discourage persons from acting in good faith to report an ethical violation. In addition, officials and employees may not take action as a reprisal against an official or employees who reports or initiates a complaint.
