Who Is Required to File

Categories of Required Filers

The City's Code of Ethics (Section 2-814) identifies 24 categories of filers who must file an annual city financial disclosure statement and publicly disclose potential conflicts of interest with their city position.  Former employees and board members are required to file one more time in the year after they leave city service.    

Elected Officials

  • Mayor
  • President of City Council
  • Members of City Council
  • Municipal Court Judges

Employees

  • Chief operating officer and deputy chief operating officers
  • Chief of staff and deputy chiefs of staff
  • All employees of the office of the mayor who report directly to the mayor
  • Commissioners, deputy commissioners, department heads and their equivalents
  • Bureau directors, assistant bureau directors and managers and their equivalents
  • Division heads and their equivalents
  • Executive directors of city boards, commissions, authorities or other similar bodies
  • Zoning administrators and any assistant zoning administrators
  • Inspectors of all departments and bureaus
  • City attorney, deputy, chief counsel, assistant, associate city attorneys and their equivalents
  • Director of the office of contract compliance and employees of the office of contract compliance with discretionary or supervisory authority over certification, compliance, monitoring, or auditing
  • Department of procurement deputies, contract administrators, contracting officers, buyers and their equivalents
  • Within the Department of Finance, assistant directors and all employees who have discretionary or supervisory authority over the investment of city funds or the auditing of city finances or city contracts
  • City internal auditor and employees of the office of the internal auditor with investigative and supervisory authority over audits, the audit process, and audit reports
  • City ethics officer, associate ethics officer and all employees of the ethics office

Volunteer Officials

  • Members, whether paid or unpaid, of all city boards, committees, councils, commissions, authorities and other similar bodies created by state law, Charter, ordinance or resolution
  • Members appointed by the mayor and/or council or council president to other public boards, committees, councils, task forces, authorities of the city, county or state, or similar entities
  • Administrative hearing officers and their equivalents
  • Officers of neighborhood planning units

Additional Positions May be Required to File

At the discretion of the Ethics Officer: all positions for which the job descriptions or actual duties include negotiation, authorization, or approval of contracts, leases, franchises, revocable consents, concessions, variances, special permits, or licenses; the purchase, sale, rental, or lease of real property, personal property or services; obtaining grants of money or loans; adoption or repeal of any rule or regulation having the force and effect of law; or positions for which the job description or actual duties present a significant risk of a potential conflict of interest under the Code of Ethics.

Campaign Disclosure Reports

The City of Atlanta Municipal Clerk's Office is the filing agency for all local campaign contribution disclosure reports and state-required financial disclosure statements. Candidates for municipal office must file their campaign reports electronically with the Municipal Clerk's Office. City officials and employees are required to file their annual financial disclosure statements online in the Electronic Disclosure System.  Persons who are 65 years of age or older may seek a waiver from the online filing requirement and file hard (paper) copies of their financial disclosure statements by mail or hand delivery.

City Financial Disclosure Laws
Section 2-814 of the Code of Ethics requires the annual disclosure of financial statements to enable the public to review the assets and income sources of city officials and employees for actual and potential conflicts of interest between the individual’s official duties and personal interests. Pursuant to city ordinance, the 2025 City Financial Disclosure Statement is due by April 1, 2025. Notices to file will be mailed to required filers by March 1 each year. 

Who Is Required to File?
The Code of Ethics requires city elected officials, approximately 25 percent of the city's work force, city board members, and neighborhood planning unit officers to file the annual financial disclosure statement. Required filers must submit a statement every year that they serve the city and the year after they leave city service. A Guide to Disclosure Reports:


Annual City Financial Disclosure Statement.  Elected city officials, certain city employees, city board members, executive directors, and certain NPU officers are required to file a city financial disclosure form each year they serve and in the year after they leave city service disclosing sources of income and transactions with the City. 

Conflict of Interest Disclosure Report. City officials and employees must file an online conflict disclosure form when they have a financial or personal interest in a decision, legislation, or matter pending before the individual or his or her agency.  It is due within seven days of the pending decision.

Gift to City Report. City departments file a gift report at the end of each year to disclose gifts received on behalf of the City of Atlanta (1) from a prohibited source, (2) as a result of soliciting a donation, (3) as an honorarium, and (4) for addition to the general fund or the city’s inventory of property.

Travel Disclosure Report. Individual officials and employees file a travel report when an entity other than the City pays their expenses for travel in an official capacity.  The report is due 30 days after the trip or event.
