Governing Board

Independent City Board
 
The Governing Board of the Office of the Inspector General and the Ethics Office is an independent city board composed of nine city residents. They are nominated by legal, business, civic, and educational groups. Nominees are appointed by the Mayor and Atlanta City Council to serve a three-year term of office. While serving on the board, members are prohibited from making campaign contributions to candidates in city elections and from engaging in other city election political activities.

Duties of the Governing Board

• Ensures the independence of the Office of the Inspector General and the Ethics Office through the provision of an orderly and fair process for raising and addressing ethical concerns, potential violations of city code, and allegations of fraud, waste and abuse
• Hears all appeals filed from adverse decisions issued by the Office of the Inspector General and the Ethics Office, and motions to squash subpoenas issued by the Inspector General or Ethics Officer

Monthly Meetings

The Board meets on the third Thursday of the month at 6 p.m. in City Council Committee Room 1.  The board holds eight regular monthly meetings in January, February, March, May, July, September, October, and November.  Meetings are televised on the Atlanta Municipal Public Affairs Channel 26 as required by law.

History

The City of Atlanta has had a Board of Ethics since at least 1984.  In 2002, the Board of Ethics was reconstituted and the position of Ethics Officer was created. The Ethics Office opened in August 2003. The Office of the Inspector General opened in January 2021.

Pursuant to Ordinance 25-O-1009, adopted on February 17, 2025, the existing Governing Board of the Office of the Inspector General and the Ethics Office was eliminated and the City of Atlanta Ethics Board has been established in the City Charter to oversee the operations of the Ethics Office.
