Investigations & Enforcement
The Ethics Office reviews reports of potential ethics violations involving City officials, employees, or prohibited sources. We assess concerns received through the complaint system or hotline by gathering relevant information, conducting interviews, and reviewing documents. When appropriate, we refer matters to the proper oversight or enforcement agencies to ensure that each concern is addressed thoroughly, fairly, and in accordance with the public’s interest.

INVESTIGATION PROCESS

Complaint Review
The Ethics Office first determines whether a complaint falls within its jurisdiction. Complaints are classified as potential ethics violations, non-ethics matters, issues to be shared with other agencies, or concerns outside the City’s scope. Complaints outside our jurisdiction are referred or closed. Complaints within our jurisdiction proceed to a preliminary review, completed within 90 days, to assess whether credible evidence exists. If no credible evidence is found, the case is closed and documented.
Investigation
The Ethics Office opens an investigation when there is a potential violation of the city’s Code of Ethics. Investigators review documents, interview witnesses, and draft reports. Each case is conducted with a focus on fairness and independence.
Decision and Report
Ethics Office investigations conclude with either a closeout memo when no violations are found, or a formal Decision and Report. When a violation is found, the Ethics Office issues a Decision and Report to the involved party and provides an opportunity for response.

The investigation team oversees the City’s confidential “Integrity Line” for reporting concerns. The Ethics Office reviews each report to see if a complaint falls under its jurisdiction, then either handles directly or refers to the appropriate agency or department.
