File ReportsThe Code of Ethics requires certain disclosure reports to promote transparency, ethical conduct, accountability, and public trust. These disclosures—including the City Financial Disclosure Statement, Conflict of Interest Report, Gift Report, and Travel Disclosure Report—provide the public with insight into the financial interests, relationships, and activities of city officials and employees. Together, they help identify actual or potential conflicts between an individual’s official responsibilities and personal interests, ensuring that public service is conducted with integrity and in the best interest of the City.

Annual City Financial Disclosure Statement
Elected officials, designated city employees, board members, executive directors, and select NPU officers must submit a financial disclosure statement form each year they serve—and for one year after leaving city service. This report outlines sources of income and any financial dealings with the City of Atlanta.
Conflict of Interest Disclosure Report
City officials and employees are required to file a conflict disclosure form whenever they have a financial or personal interest in a decision, legislation, or matter under consideration by them or their agency. The form must be submitted within seven days of the pending action.
Gift to City Report
At the end of each calendar year, city departments must report gifts received on behalf of the City of Atlanta. This includes gifts:
- From prohibited sources
- Resulting from donation solicitations
- Given as honoraria
- Intended for the general fund or city-owned property inventory
Travel Disclosure Report
City officials and employees must file a travel disclosure report when travel expenses are covered by an outside entity while acting in an official capacity. The report is due within 30 days of the trip or event.

Who Must File?
The City’s Code of Ethics (Section 2-814) lists 24 categories of individuals required to file an annual financial disclosure statement and publicly report any potential conflicts of interest related to their city role. Note: Former employees and board members must file once more in the year following their departure from city service.
Elected Officials
- Mayor
- President of City Council
- Members of City Council
- Municipal Court Judges

Employees
- Chief Operating Officer and Deputy Chiefs of Staff
- Chief of Staff and Deputy Chiefs of Staff
- All employees in the Mayor’s Office who report directly to the Mayor
- Commissioners, Deputy Commissioners, Department Heads, and equivalents
- Bureau Directors, Assistant Bureau Directors, Managers, and equivalents
- Division Heads and equivalents
- Executive Directors of city boards, commissions, authorities, and similar bodies
- Zoning Administrators and Assistants
Inspectors in all departments and bureaus - City Attorney, Deputies, Chief Counsel, Assistants, Associates, and equivalents
- Director and employees of the Office of Contract Compliance with discretionary or supervisory authority
- Department of Procurement Deputies, Contract Administrators, Contracting Officers, Buyers, and equivalents
- Department of Finance Assistant Directors and employees with discretionary or supervisory authority over city investments, finances, or contracts
- City Internal Auditor and employees with audit authority
- City Ethics Officer, Associate Ethics Officer, and staff of the Ethics Office

Volunteer Officials
- Members (paid or unpaid) of all city boards, committees, councils, commissions, authorities, and similar entities created by state law, Charter, ordinance, or resolution
- Members appointed by the Mayor, City Council, or Council President to public boards, committees, councils, task forces, or authorities at the city, county, or state level
- Administrative Hearing Officers and equivalent
- Officers of Neighborhood Planning Units

Additional Positions
(At the Ethics Officer’s Discretion)
Any position where job duties involve:
- Negotiating, authorizing, or approving contracts, leases, franchises, concessions, permits, or licenses
- Buying, selling, renting, or leasing real property, personal property, or services
- Securing grants or loans
- Adopting or repealing rules or regulations with the force of law
- Duties that present a significant risk of conflict of interest under the Code of Ethics

Employees
- Members (paid or unpaid) of all city boards, committees, councils, commissions, authorities, and similar entities created by state law, Charter, ordinance, or resolution
- Members appointed by the Mayor, City Council, or Council President to public boards, committees, councils, task forces, or authorities at the city, county, or state level

Search Disclosure Reports
The Ethics eFiling System allows City officials and employees to file their disclosure forms online. The public can access them for actual and potential conflicts of interest.
What is the City of Atlanta Ethics E-File System?
The Ethics Electronic Filing System is a secure, web-based platform where city officials and employees file required ethics forms. The public can also view or download filed reports to review potential conflicts of interest.
What types of disclosure reports are available to the public?
There are four types of disclosure reports:
1. City Financial Disclosure Statement
Who files?
- Elected officials, certain employees, board members, executive directors, and NPU officers.
What’s disclosed?
- Non-city income over $5,000, real estate interests, business with the City (including family).
When is it due?
- March 1 – April 1 each year (plus the year after leaving city service).
Why required?
- To promote transparency and identify potential conflicts of interest.
What’s not required?
- Income amounts, property values, or sensitive personal details (e.g., Social Security number).
What if I don’t file?
- Late filers may face fines and other sanctions.
2. Conflict of Interest Disclosure Report
- Filed when a city official or employee has a personal or financial interest in a decision or matter.
- Deadline: Immediately, and no later than 7 days after recognizing the conflict.
3. Gift to the City Report
- Filed by city departments to disclose gifts received on behalf of the City (from prohibited sources, as donations, honoraria, or additions to funds/inventory).
- Deadline: December 31 each year.
4. Travel Disclosure Report
- Filed when an outside entity pays for travel or training in an official capacity.
- Deadline: Within 30 days of the trip/event.
Can I file by paper form instead of online?
No. All reports must be filed online through the Ethics E-File system.
Exception: Individuals age 65+ may request a waiver to file by paper (mail or hand delivery).
Do I need to log in to search public reports?
No. Anyone can search and view reports without logging in.
