The Atlanta Ethics Office, led by the City Ethics Officer, promotes independence, legal expertise, and political neutrality in city government. The City Ethics Officer is appointed to a five-year term by the City of Atlanta Ethics Board.
Ethics Board
The City of Atlanta Ethics Board is an independent, five-member body composed of Atlanta residents nominated by community, civic, and legal organizations and appointed by the Mayor and City Council to three-year terms. To ensure the Board remains independent and unbiased, members are prohibited from contributing to or participating in city election campaigns and events during their service.
Gabriella Cole
Atlanta Bar Association, 2025-2028
Gabriella Cole is an attorney with a strong background in law and business. She earned her bachelor’s degree in Political Science from Kennesaw State University in 2014 before completing both her Juris Doctor and Master of Business Administration at the University of Houston in 2017. Gabriella began her legal career in Texas and later returned to Atlanta, where she resides with her husband and two children. She currently practices law at Bradley Arant Boult Cummings in Midtown Atlanta, focusing primarily on tax controversy and litigation, with additional experience in white-collar defense.
Nkoyo-Ene Effiong Lewis
League of Women Voters of Atlanta-Fulton County, 2025-2028
Nkoyo-Ene Effiong Lewis is an attorney and leadership strategist with more than 13 years of experience advancing equity, excellence, and ethics across law, education, and social enterprise. She currently serves as Director of the Law Practice Management Program for the State Bar of Georgia, where she supports solo and small firm attorneys in building practices that are profitable, purposeful, and compliant with professional standards. Nkoyo is also the founder and Chief Impact Strategist of Iban Ison Solutions, advising boards and executive leaders on governance, organizational development, and change leadership. A graduate of Brown University and New York University School of Law, she is a nationally recognized speaker and trainer, known for helping organizations design sustainable systems that expand impact while maintaining integrity and compliance.
Keith A. Lamar Jr.
Atlanta Planning Advisory Board, 2025-2028
Keith A. Lamar Jr. is the founder and managing attorney of The Law Offices of Keith Lamar Jr., where he specializes in auto and trucking accident litigation. Under his leadership, the firm has recovered millions for clients and established itself as one of the fastest-growing law practices in its field. Keith earned his Bachelor of Arts in Political Science from Morehouse College and his Juris Doctor from the Thurgood Marshall School of Law at Texas Southern University. He has served as a board member for the National District Attorneys Association and as National President of the National Black Prosecutors Association, reflecting his commitment to advancing justice and ethical standards within the legal profession.
Drew Williams
Metro Atlanta Chamber of Commerce, 2025-2028
Drew Williamson is a Senior Associate at Kilpatrick Townsend & Stockton LLP with nearly a decade of experience representing employers in labor and employment matters nationwide. His practice includes union-related disputes, workplace investigations, compliance counseling, and complex employment litigation. Drew began his legal career as an Assistant Corporation Counsel for the City of New York, where he represented the city and its municipal agencies in labor and employment matters. He is admitted to practice in Georgia and New York and serves on Kilpatrick’s KT Education and Opportunity Fund Grant Advisory Committee. Drew is also a board member of the Andrew P. Stewart Center, reflecting his commitment to both professional excellence and community engagement.

Ethics Office Staff
Jabu M. Sengova
Ethics OfficerJabu M. Sengova serves as the Ethics Officer for the City of Atlanta’s Ethics Office, where she provides strategic leadership to advance integrity, accountability, and public trust in municipal government. In this role, she oversees citywide ethics advice and training, public education and outreach, financial disclosure compliance, and the enforcement of ethics matters, strengthening ethical culture across city operations.
Ms. Sengova led the development of the City’s first pilot ethics e-learning course, expanding access to ethics education and modernizing training for public servants. Her work emphasizes proactive compliance, transparency, and practical guidance that supports ethical decision-making across city departments.
Prior to her current role, Ms. Sengova served for more than seven years as a public service attorney in Fulton County and the Atlanta Municipal Court. She earned a Bachelor of Arts degree in English from South Carolina State University and a Juris Doctor degree from the University of Florida. Ms. Sengova is admitted to practice law in the State of Georgia and the State of Florida. She holds the Certified Compliance & Ethics Professional (CCEP) credential and is an active member of national ethics and compliance organizations.
Carlos R. Santiago
Deputy Ethics OfficerCarlos R. Santiago serves as the Deputy Ethics Officer for the City of Atlanta. In this role, he oversees investigations into potential violations of the City’s Code of Ethics, directs the Office’s advisory and training functions, provides ethical guidance, and works with the Ethics Officer and senior leadership to develop and implement the Office’s policies and strategic vision. He earned a Bachelor of Arts in Political Science from Texas A&M University and a Juris Doctor from Atlanta’s John Marshall Law School. He is a member of the State Bar of Georgia and a Certified Compliance and Ethics Professional (CCEP)
Raymond Robinson
Director of InnovationRaymond Robinson serves as the Director of Innovation for the Ethics Office, where he manages programs and projects affecting its internal operations. He has over 35 years of experience in program and project management across various industries. Before joining the Ethics Division, Mr. Robinson was the IT Program Manager for the City of Atlanta Information Management for five years. Prior positions include Acting Manager of the PMO Office for MARTA, Director of IT Risk Management for US Bank, Vice President of Global Oracle Finance Technology Worldwide Production Support for JPMorgan Chase, and operator of Robinson Management Consulting Group, LLC.
Mr. Robinson is a certified Project Manager Professional (PMP), certified Information System Auditor (CISA), and a certified Ethics and Compliance Professional. He holds a BBA in Accounting from Pace University and a Master’s in Information Systems and Technology Management from Capella University.
Sherry H. Dawson
Business ManagerSherry H. Dawson has served as the Business Manager for the Ethics Office for the past 16 years, where she coordinates, manages, and oversees daily operations to ensure the office runs efficiently and effectively. Passionate about helping organizations grow and achieve their mission, she is recognized for her meticulous attention to detail and commitment to excellence.
Prior to joining the Ethics Office, Ms. Dawson spent more than 13 years with the American Civil Liberties Union of Georgia, where she held key leadership roles as Finance Director and Administrative Manager. She earned a Bachelor of Science degree in Marketing from Alabama State University, is ICMA-ESP certified, and holds multiple professional leadership certifications. In addition, she is an active member of a national ethics and compliance organization.
LaDamian Boatwright
Management Analyst IILaDamian Boatwright serves as a Management Analyst II in the Ethics Office, where she leads data-driven audits, strategic reporting, and operational analysis. She supports the financial disclosure process and contributes to internal reviews that strengthen organizational integrity. Prior to joining the Ethics Office, LaDamian worked with the DeKalb County Government Finance Department, providing audit and analytical support for departmental operations. She holds a Bachelor of Science in Business Management from Jacksonville State University and is an active member of the Association of Certified Fraud Examiners (ACFE) and the Society of Corporate Compliance and Ethics (SCCE).
Juan D. Hernandez
Investigation Manager IJuan D. Hernandez serves as Investigation Manager I in the Ethics Office, where he started as an Investigator Specialist. He holds a degree from Georgia State University (2019) and previously earned his Private Investigator license in 2021 through the Georgia Board of Private Detectives and Security Agencies. Mr. Hernandez began his investigative career in the private sector, focusing on felony criminal defense cases. He now applies that experience to the public sector, where he is actively expanding his expertise in ethics and compliance investigations.
Joe Hines
Management Analyst IJoe Hines serves as Management Analyst I in the Ethics Office, where he handles various analytical and data management tasks to support operations.
Previously, Joe worked as an Administrative Assistant under the Program Manager, where he refined his coordination skills and gained insights into program administration. He holds an Associate’s Degree in Early Childhood Education and a Bachelor of Arts in History, leveraging these skills effectively in his current role.
Joe is an active member of the Society of Corporate Compliance and Ethics (SCCE) and enjoys biking, riding his Brompton bicycle to work when the weather permits.
Michael Kim
Investigations ManagersMichael Kim serves as the Investigator Specialist for the City of Atlanta Ethics Office. In this role, he supports the Investigations Managers with complaints, reports, and investigative matters. Mr. Kim brings nearly a decade of investigative and records research experience, with a professional background in security investigations, compliance, and background screening. Prior to joining the City of Atlanta, Mr. Kim worked in both government and private sector investigative roles. He holds a bachelor’s degree in Criminal Justice from the University of Georgia.
Janet Rice
Ethics AnalystJanet Rice serves as the Ethics Analyst for the Ethics Office, where she supports ethics investigations and audits annual City Financial Disclosure Statements to identify potential conflicts of interest. She is a Certified Fraud Examiner and holds a bachelor’s degree from the University of Maryland at College Park and a Master of Public Administration from Georgia State University.
Ariyan Marshall
Management Analyst IAriyan Marshall serves as the Management Analyst I for the City of Atlanta’s Ethics Office, where she plays a central role in advancing the office’s mission of transparency and accountability. Ms. Marshall oversees digital platforms and interdepartmental projects that strengthen compliance and accessibility for city employees and residents. Known for her creativity, organization, and collaborative approach, Ariyan brings both technical expertise and fresh perspective to every project. She is committed to building systems and experiences that not only meet compliance standards but also foster trust across the city. Ariyan continues to grow her knowledge in project management, ethics, and civic engagement.
